Glad to hear I'm not the only one. It's no use to try to reinstall Steam or move the game files, it won't work any better. And don't try to remove the appmanifest. acf files, it won't work even more.
I guess it's a security problem, you know, Steam trying to install games on the computer. It will be probably cleared in the future updates of Windows 10 or Steam. Nothing is slow about Windows10 if u do a clean install. Usually u WILL have issues due to an "uprgade" process. I followed the instruction here and it resolved my problem.
